A Grieving Father and the Cold Face of Authority: Are Unlicensed Drivers a Threat to Public Safety?

EDITORS’S NOTE: Don Rosenberg who emotionally confronted the Police Commission Wednesday night tells the story of how an unlicensed driver killed his son Drew in an article today on CityWatchLA.com.

Advocates for illegal immigrants like Mayor Antonio Villaraigosa argue that illegal immigrants should be given a pass to state laws requiring driver licenses, insurance and car registration as an act of compassion for the hardships they face.

The Legislature which is incapable of doing anything agreed to the point of barring the impounding of cars at DUI checkpoints, which makes at least a small amount of sense since the point is to get drunks off the road, not cite people for other types of infractions. 
Obedient as always to the politicians, our own Police Chief Charlie Beck is prepared within days to take a giant leap farther by barring his officers who stop a motorist for a moving violation of one sort or another from ordering cars impounded just because the driver isn’t licensed, insured or registered.
He intends to do so on his own authority on the flimsiest legal and bureaucratic logic as a matter of procedure under the discretion of the chief rather than as a matter of policy with the approval of the Police Commission or the City Council — both of which are quite happy to have conspired with Beck to shield themselves from responsibility.
The issue came to a head Tuesday night at St. Nicholas Church in Northridge where a standing room only crowd of more than 300 confronted the commission at a rare night meeting if the commission in the San Fernando Valley. The event was covered by Chatsworth Patch, the Daily News and KTLA but ignored by the LA TImes, whatever meaning you would apply to that.
The commission chose not to put Beck’s Impound Folly on the agenda so the chief and the commission did not have to respond to anything the public had to say during 90 minutes of condemnation that followed a routine one-hour meeting of boasting about the reduction in crime.
It was a noisy meeting, especially when Don Rosenberg got to the microphone to talk about how his son was killed by an unlicensed driver in 2010 and how the grief never ends for a loving father.
The statistics are clear enough that unlicensed drivers — whether or not they are illegal immigrants — are responsible for a disproportionate number of serious and fatal traffic accidents.
After all, that is why we require licenses and insurance and car registration — it is to protect the public by closely regulating who gets behind the wheel of a potentially deadly vehicle.
Beck’s job is to protect the public and to serve the public. His impound plan jeopardizes the public safety and is a disservice to the public. 
The Police Commission, which unlike every other city commission, has shown itself capable of political independence and a willingness to put the public interest ahead of all other interests has a legal and moral duty to hold Beck fully accountable if he carries out this policy. 
So far only Commissioner Alan Skobin has spoken out critically of Beck’s plan. The others must do so and so must City Council members.
I, for one, have long supported giving driver’s licenses to illegal immigrants if they pass the tests, get insurance and register their cars like the rest of us. 
Driving a car has nothing to do with immigration status; he has to do with the safety of the community. Beck’s Impound Folly jeopardizes the public safety and should be stopped.

    Chief Beck will soon learn how bad it will feel when your own Officers start to boo you at places ith the rank and file. This is how Bitter Bernie learned he was disrespected and not liked by the troops. Beck is weak and a coward. He should resign and REFUSE to do what the Mayor is telling him. The only hope we have is City Council to take over jurisdiction. Millions of dollars in ticket fines are due the city but uncollectable because illegals give officers false information. My argument is why should I continue to pay over $1,000 for car insurance and car registration if LAPD is giving a free pass to law breakers. I’m Latino so forget the race card. Walter Moore, can a class action lawsuite be filed on behalf of the LEGAL RESIDENTS OF LOS ANGELES?

    I have a feeling Beck and commissioners may think last night’s crowd was because of KFI,. The truth is those were residents who live in the area who oppose the policy change. OF course the Mayor was in Washington again and back on Friday to avoid the confrontation. To say that anyone who doesn’t support this 30 impound lift policy is racist is ignorant. There are a lot of legal Mexican Americans in Los Angeles that don’t support Beck or his policy. The media refuses to report that side shows how horrible local news in LA is. IF that meeting was on the Eastside anyone who spoke out against it would have been threatened. Its happened a lot of times if you don’t support illegal immigration you get verbally assaulted.

    a illegal or legal immigrant can drive and buy insurance w/out being licensed in the USA,as a insurance agent i find this riduculous.This idea is just plain stupid,and violates the laws we live by. living in the SFV I am forced to navigate the roads with people who have nt been trained how to drive, they never pull to the middle of the intersection when turning lft. we must stop the lationo mafia that has ruined our city.

    I’m pretty sure they’re still impounding cars at DUI checkpoints, at least Inland.
    Public safety-wise this sounds basically insane. I would be curious, though, to hear safety stats for Southern California on the percentage of unlicensed drivers in accidents overall, not just fatals.
    Being a traffic reporter has given me pretty strong opinions on driving and safety…and it’s a madhouse out there. I think people wouldn’t be so casual about driving if they knew how dangerous it really is. One thing that should absolutely happen is to get cell phones out of cars asap. Make it illegal to drive with the headsets on too. The reason being that it’s every bit as dangerous with a headset–it’s been studied plenty by now.
    But the Telecoms are so powerful that it’s not going to happen. Especially not when you have the State of California telling drivers to “dial 511 if you’re stuck in traffic on the 10!” (In other words..play with your devices while you’re driving.) I almost drove off the road when I saw that billboard.

    More and more illegals are now driving thanks to Beck. No registered tags, no insurance, no drivers license. Our city has become a sanctuary for illegals and watch more come here to live because of Beck and Mayor Villar. I’m surprised the Blacks haven’t been out spoken on this because they have the highest unemployment rate in LA and I don’t see Chief Beck doing anything to help them. Last night at a meeting I heard the rumor that the Mexican drug cartels have infiltrated LA. Could they be responsible for that head and hands found in Hollywood Hills? That is the way they operate and take care of business.

    To me, it’s not a question of undocumented or documented. It’s a question of an unlicensed/uninsured driver. An uninsured US citizen driver hit me and caused injury. My insurance footed the bill for my car and my hospitalization. The uninsured motorist got away without paying a dime and kept his car to boot.

    We are now witnessing the very predictable outcome of when the voters of L.A. listened to the pols and removed civil service protection from the police chief. Now instead of serving the people, the chief serves at the pleasure of his master the mayor. It was like this in the 30′s and 40′s and it didn’t change until some reformers instituted civil service rules in the 50′s. For over 30 years this type of corruption was kept at bay by making the chief accountable to the people, and requiring just cause and due process for his removal, but over the last 25 years city government has returned to the trough where the pols call all the shots but are never accountable. Now the protections afforded by civil service have been removed from even lower ranking managers. The pols have layer upon layer of insulation in the form of fall guys they can dismiss. Start out firing at the lowest level until the Times is satisfied that the right guy was held accountable, lay low for a little while and then fire up the machine again.
    Its despicable.

In the past, police chiefs actually had to compete for the job through a series of examinations and interviews to determine who was best qualified, and the mayor was only allowed to pick from the top 3 finishers. Now the method of determining who is ‘best qualified’ to be chief is an interview with the mayor… so much for the merit system.

    8:58Am was is even more troubling to many of us is our local media is nothing more then pr spinners for the corrupt politicians. Rarely do they report a story that is down the middle. They published puff pieces for Mayor Villar and company. Today’s hit piece on Buscaino making it seem a bad thing he was a cop and now council member infuriated many of us. Forget the thousands from CD15 who voted for him. We should all start boycotting local media. Maybe then they’ll get the message and start being reporters instead of tabloid journalists. LA Slimes posted the Commissioner story online but not in the printed version and after Ron called them out on here. We shoud file a class action lawsuit against Beck and Villar

    We should require all cars to have insurance and all drivers are insured. This issue has nothing to do with illegals, except for people who see the world through the lenses of race and ethnicity.
    (1) We could adopt an insurance system proportionate to one’s driving by adding insurance to the price of gas. People could buy larger umbrella policies if they wanted, but everyone would have the basic coverage.
    (2) We should provide driver’s licenses to people who can drive — that is the end of the DMV’s concern — Can this person drive? I don’t care if he/she came from Venus in a spaceship yesterday, if he/she can drive, give them a driver’s license.

    At first I was against drivers license but after speaking with an Officer I learned this is the best way to start a paper trail so if anyone gets a ticket or is in an accident they have documentation. Greuel did an audit and there are millions of $$$ outstanding on traffic fines not paid. Since illegal immigrants don’t have documentation they simply give Officers false info and dismiss the ticket. I had to pay $80 for a parking ticket cause I forgot to put money in the meter. If I don’t pay I can’t get my car’s registration renewed.

    You’re right. This is where racism turns on the racists and the non-racists alike. If we required licenses, then Beck would have no trouble taking cars of unlicensed people, But, when you don’t let them drivers licenses, it’s stupid to penalize everyone else in society by laving them outside rthe system. When they are outside, they are untraceable.
    Also when racism plays no role in giving driver’s licenses, illegals will have a reason to learn to drive.
    However, I am certain racism will prevail no matter how stupid it may be.

    The meeting proved several things. One is that non-citizens who don’t vote get 100% of the representation from the mayor and Clowncil. the Second is that the homeowners can go to hell according to the Police Commission and Chief. The Third is the L.A. Times needs to be purchased by a real A-Hole who will FIRE everyone over there working and hire only registered Republicans and people with IQs over 101 who have a valid driver’s license to write the NEWS. The last point, which is a side issue, is that the Mexican TV stations have really HOT news reporters working for them!

    Have you all noticed how our City is becoming a lawless society with Beck as Chief. As long as he continues to be a coward and a puppet for the gangster Mayor our laws will continue to be ignored or fixed to help illegal immigrants. Businesses that were in LA for years have shut down because of illegal vendors. Perry, Huizar, Reyes, Alarcon districts are some of the worse with illegal vending out of control. Officers in those areas have been told NOT to enforce the law. Unemployment is up 12% yet no one is helping them and the homeless issue in LA has grown even after Mayor Villar promised to fix the issue when he was elected.

    I was with the LAPD for 30+ years. I worked traffic accident investigation for 10+ years. I remember before this was a law (unlicensed-impounded vehicles) and the many problems it caused. The existing law protects our residents, legal and illegal. Reversing this is a big mistake by the police commission and the chief. The mayor (Mr. ACLU) is the one pushing this issue, otherwise it would not even be considered.

    Driving is a privlige and not a right! What Chief Beck is proposing is to make driving a right.
    Police Officers are to apply the law fairly and impartially. Yet Chief Beck is proposing that the law is only for Citizens and not for illegals!
    Why is it that the City of Los Angeles arrest Shoplifters, Drunk Drivers & Vandals, but does not arrest illegal aliens? All of these are misdomeanor crimes. Why are citizens held to a higher standard then illegales?
    Currently there are over 220,000 illegal aliens in state custody for felony crimes (rape, robbery & murder), and the state will spend over $1 billion to keep them in prison this year. That means that $1 billion of our tax dollars, that should be spent on infrastructure, education, law enforcement, ect… is being spent to punish people who should not even be here.
    Under Rico, the city of Los angeles and the Police department are guilty of the crimes that are being committed by illegales in the city. By their refusing to enforce the laws of this county, they are aiding and encourging crimes committed by illegal aliens.
    Look at the recent murder of the grandson in North Hollywood. The suspects had been deported several times and returned to this country in violation of our laws. Yet under special order #40, LAPD officers would never ask the suspects if they were here illegaly and have them redeported. they would be allowed to contine to freely move around this city and commit crimes, until finaly being caught for a serious crime.
    The citizens of Los angeles pay highr insurance rates, because of the crimes committed by illegal aliens (burglary, shoplifting, car crashes, ect…). They also pay more for health insurance, since illegals use those systems and do not pay the bills, so their cost is sharred by those who do pay. Education suffers in the city of Los angeles, because we educate the children of illegal aliens depriving our own children of a good education.
    The County of Los Angels admits to paying over $52 million a month in welfare to illegal aliens! once again that our tax dollars that should be spent on services for us, not funding criminal activery!
    Now it is time to talk about the real effect that illeagl aliens cause to our country, state, county and city. That is the victims of crime, the husband or wife that will never see each other because they were killed by an illegal alien. The father or mother that will never see a child. The childern that will never see a parent.
    Then there are the victims that survive but will not be able to work and support themselves or their family’s. This is the real tradegy of the current policy of allowing and encourging illeagls to remain in the city.

    You people have missed it, youve allowed this environment of lawlessness and PC run amok (anytime somebody mentions immigration laws, immediately Latinos and guilt ridden whites scream racism–ridiculous). Now the illegals have amassed a critical mass, they have their enablers like politicians, they require a large supporting structure that benefits the city, county and state: welfare workers, interpreters, ESL teachers, etc.
    Get used to this–this city ruling class derives benefits from all the people and you are here only to supply property tax money, fees etc to continue both the politicians and illegals good life. The only way to get at them is to move. Then no $$$$.

    Currently california law requires all drivers to have a license and insurance. However, Illegals (since they are currently breaking the law), do not have the right to get a licence. Based on current law, if caught, their car is impounded for 30 days! It does not matter if you are an illegal or a citizen who had your license suspended or revoked, your car is impounded for 30 days. (fair for all)
    Now chief Beck, wants to change the laws, and only apply it to citizens! that is the real problem here. Not equal justice, different justice!
    As for giving a license to Illegals, No/never give them a license! yes it may be easier to track them, but driving is a privlage not a right! if you do not follow the laws, you are not allowd to drive. When you violate our countries boarders, you break the law! you should not now be rewarded with the privilage reserved for citizens!
    Giving a license to an illegal, is like letting Bank robbers keep the money so they do not commit the crime again!
    Now on the other hand, let’s say when they apply for a licnese, if they are here illegaly you arrest them, that would be a good theing. But then they would not apply for a license. So once again the problem is not solved.
    The real problem here, is that I felt safer in Iraq and Afganistan (maybe Shria law is not so bad), then I do in Los Angeles! Thank You Mayor and Chief of Police! You are failing miserbly at your jobs. It is time to do a recall and get someone who truley has the good of the public as their primary objective.

    In the last presidential election we had approx 45% of the register voter show up and vote. The 45% does not include all of those eligible to vote, just the ones actually register to vote. The average American says that special interest run our political system, and they are right. When you do not vote, those that have an agenda will win every time.
    It will be hard to change the system, until everyone who is eligible to vote, does so. I don’t care if you disagree with me, still vote! Then our elected officials will know our true thoughts and just those with an agenda.

    Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR:
    1. AUTHORIZE the Chief of Police, or designee, to:
    a. Retroactively apply for, and accept, the 2011-12 STEP grant in the amount of $2,000,000 from the State of California, Office of Traffic Safety for the period October 1, 2011, through September 30, 2012.
    b. Execute the 2011-12 STEP grant agreement on behalf of the City and submit all necessary documents relative to the grant award and to negotiate, execute, and submit any other necessary agreements and documents relative to the grant, subject to the approval of the City Attorney as to form and legality.
    2. AUTHORIZE the LAPD to:
    a. Submit grant reimbursement requests to the grantor and deposit grant receipts in the LAPD Grant Trust Fund No. 339/70.
    b. Spend up to the grant amount of $2,000,000 in accordance with the grant award agreement.
    3. AUTHORIZE the Controller to:
    a. Establish a grant receivable in Fund 339 in the amount of $2,000,000 and establish an appropriation account, account number to be determined, within Fund 339/70 for the receipt and disbursement of grant funds.
    b. Increase appropriations on an as-needed basis as follows:
    … 2011-12 STEP Grant: $1,200,000
    General Overtime: $ 66,000
    Sworn Overtime: 1,134,000
    4. AUTHORIZE the LAPD to prepare Controller instructions for any technical adjustments consistent with this action, subject to the approval of the City Administrative Officer (CAO); and, AUTHORIZE the Controller implement the instructions.
    Fiscal Impact Statement: The CAO reports that this action will not impact the General Fund. Approval of the above recommendations will allow for the expenditure of the 2011-12 STEP grant award totaling $2,000,000. These actions are in compliance with City financial policies in that grant funds are sufficient to support the grant activities.
    Community Impact Statement: None submitted.

They forget..they all work for us citizens…time to make them work for us and earn their exorberant salaries! Oh and by the way I am of hispanic decent but here legally….so no this is not a race issue for me..its a LAW Issue!

The gangster Mayor has no morals, class or leadership. Chief Beck has been an embarrassment to the rank and file. How can they respect a Chief who is afraid of a gangster Mayor? If this policy goes through we should file a class action suit on behalf of the legal residents of LA or better yet why pay my car insurance, car registration and save a lot of money since the illegals don’t have to. Shame on these stupid ass adult men who don’t get it. The Mayor is shady and is holding $100 million debt which includes OT for Officers until he leaves. Shows he still has the gangster blood in him to screw hard working people

    WTF? BOYCOTT LA TIMES. Today a story appears of LAPD Officers being involved in traffic accidents but it is so tainted. Could the LA Slimes be putting out this story to help with the 30 lift on vehicles for illegals? Goes to show what cowards they are by not writing an editorial instead like the Daily News.
